Chief of Department

Authority
  • The Fire Chief is the chief administrative officer of the Volunteer Fire Department and the final Department authority in all matters of management, supervision, operation, and maintenance, including matters of policy and discipline, subject to the laws, rules and regulations of the State of Wisconsin, Ordinances of the Village, and where and as necessary the approval of the Village of Little Chute Fire Commission, and according to the Rules and Regulations herein adopted.
  • Leads the chain of command - fire fighters broken up into four battalions lead by lieutenants, two captains lead two lieutenants a piece, three assistant chiefs are the next level reporting ultimately to the Fire Chief
Responsibilities
  • responsible for the preservation and protection of life and property
  • planning, directing, coordinating, controlling, and staffing all activities
  • enforcement of the guidelines of the department
  • yearly budget as prepared by Budget Committee as well as all reports requested by the Village Board and Fire Commission
  • Departmental relations with the citizens of the Village and other agencies
  • inspection of fire hydrants and other sources of water supply within the Village at least twice a year
  • maintaining library of Fire Service publications
  • make every effort to attend all fires and direct the officers and members in the performance of their duties
  • assist in review and approval of prints of new construction and/or remodeling on businesses upon request of the Village Building Inspector
  • have the Inspection Bureau inspect all buildings regularly as required by the laws of the State of Wisconsin
  • see that each fire is carefully investigated to determine its cause, and in the case of suspicion of incendiaries shall secure and preserve all possible evidence for future use in the case of any court action
  • perform all actions and the Village Board, the Fire Commission or local ordinance and the Wisconsin Administrative Codes may request policies as of him/her

Assistant Chiefs (3)

Authority

In the absence of the Fire Chief, the First Assistant Chief is in charge of the Department and is responsible therefore in all respects, with the full powers and responsibilities of the Chief, during all fires and emergencies, training sessions, drills and investigations

Responsibilities
  • assist fire chief and safety officer in their ultimate responsibility for the safety and health of fire fighters
  • use chain of command to make suggestions or corrections in the fire department's disciplinary procedures or operations including situations where he judges those activities to be unsafe or an imminent hazard
  • take a leadership role in drills and at the fire scene
Training Officer (Assistant Chief)

Responsibilities
  • prepare all training programs for the Department, prepare training sessions for regular drills, recommend training material
  • keep all individual training records and assign training duties to other officers
  • assist the fire chief and safety officer in their ultimate responsibility for the safety and health of each fire fighter
Fire Prevention Officer (Assistant Chief)

Responsibilities
  • assist the Fire Chief in his public fire prevention education-related activities
  • activities shall include the fire prevention week program (children's poster contest ; fire department open house; school visits; fire safety demonstrations)
  • on request basis, will perform residential fire inspections
  • school education program above and beyond Nation Fire Prevention week
  • assist the fire chief and safety officer in their ultimate responsibility for the safety and health of each fire fighter
Safety Officer (Assistant Chief)

Responsibilities
  • identify and recommend corrections of violations of health and safety standards
  • have authority to recommend immediate correction of situations that create an imminent hazard to personnel and alter, suspend, or terminate activities at the emergency scene when he judges those activities to be unsafe or imminent hazard

Captains (2)

Engineer (Captain)
  • charged with duty of maintaining all the apparatus of the Department in good condition and ready for immediate service
  • make weekly inspections of the apparatus to check the tires, batteries, oil level, and other features requiring attention
  • after each run, an inspection of all apparatus and equipment shall be made and gasoline tank refilled
Appearance Officer (Captain)
  • assist fire chief in his responsibility of portraying the department's image, demeanor, and looks.
  • in charge of fire station and the apparatus and is responsible for their appearance
  • direct and organize personnel to participate in activities that enhance the department's image which include parades and open houses

Lieutenants (4)

Officer in Charge of Self-Contained Breathing Apparatus (Lieutenant)
  • assist fire chief in his responsibility of assuring that all department SCBA's are in good working order and are worn properly only by department certified firefighters who be shall regularly trained in SCBA use
  • assure compressor of SCBA gaseous breathing air is tested annually
  • hydrostatical test each SCBA tank within limits specified by manufacturer
  • verify by a qualitative fit test at station that members have a properly fitting face piece on an annual basis
Officer in Charge of Pumper Operations (Lieutenant)
  • assure all department pumpers are in good working order in conjunction with department engineer
  • assure all fire department personnel are properly trained in pump operations
Officer in Charge of Ladder Truck Operations (Lieutenant)
  • assure department ladder truck is in good working order in conjunction with department engineer
  • assure all fire department personnel have somewhat of a working knowledge of ladder truck operations
  • assure that all identified "Ladder Truck Operators" are properly trained in ladder truck operations
Officer in Charge of Radio Communications (Lieutenant)
  • assure fire department personnel know the proper techniques for functions of all fire department radio communications
  • ensure batteries for the radios are charged
  • ensure that at least one active member is in attendance at the quarterly county communications meetings

Fire Fighters

Appointment

In the event of an opening in the Department, an application for new membership will be advertised. The application shall be turned over to the Fire Chief for investigation. The applicant, if eligible, becomes a member by a majority vote of the members present at the next regular meeting. This vote is then subject to acceptance and approval by the Little Chute Fire Commission.

Responsibilities
  • assigned to various companies where they will assist in maintaining the apparatus, equipment, and station in a clean and serviceable condition
  • shall follow orders of their senior officers
  • at fires or emergencies, they perform their duties under the direction and supervision of their officers
  • shall be responsible for all duties delegated to them by ordinance, by guidelines of the Fire Department and such other duties as their superior officers may direct
